President, AshBritt Management and Logistics

Gerardo Castillo is the President of AshBritt Management and Logistics (ABML), a government solutions provider specializing in emergency management and disaster response. Gerardo joined AshBritt in 2018 in support of the U.S. Army Corps of Engineers wildfire mission in northern California. In 2019, AshBritt named Gerardo President of ABML to build and lead the expansion of AshBritt’s government support solutions division.

During the COVID-19 pandemic, ABML managered operations in 20 states, administering almost 2 million vaccines, 500,000 monoclonal antibodies, and running turnkey field hospitals; ABML was also the logistics partner on the FEMA national vaccination contract. ABML actively supports HUD-funded CDBG-DR housing repair and reconstruction programs. Gerardo has also been a critical member of active operations on many missions, including the Arizona border security project, the PG&E Camp Fire in Paradise, CA, Hurricane Ian in Southwest Florida, and Hurricane Harvey in Houston, TX. Since leading the division, ABML generated over $1 billion in revenue.

Prior to joining AshBritt, Gerardo spent 15 years working in government and in the logistics and transportation sector. Gerardo has a Master of Public Administration from the Lyndon B. Johnson School of Public Affairs at The University of Texas and a B.A. from The University of Texas at Austin. Gerardo is an avid triathlete and runner, having completed three 140.3 Ironmans and over 30 marathons, finishing the Boston Marathon twice. Brad Owens brings nearly three decades of solid leadership in Public Safety Response, Emergency Management, and All-Hazard Mitigation and Protection measures to his role as Vice President of Logistics Operations for AshBritt Management and Logistics. A results-driven executive with a command presence in crisis response and strategic operations, Brad is known for his ability to deliver highly impactful solutions under pressure while driving excellence across multi-agency environments.

Brad began his public safety journey as a volunteer in his hometown, rising through the ranks from firefighter/medic in a high-tempo urban department to Chief Officer in a complex combination fire and EMS system. His leadership spans rural, suburban, and metropolitan jurisdictions, underpinned by proven expertise in resource deployment, operational planning, change management, and workforce development.

Throughout his career, Brad has led the successful coordination, design, and execution of hundreds of strategic initiatives including assessments, operational studies, training programs, and full-scale exercises. He has been trusted by federal, state, and local agencies including FEMA, Mass Transit Agencies, the Virginia Department of Emergency Management, the Virginia Office of EMS, and the Virginia Department of Fire Programs to lead mission-critical projects that demand precision, vision, and operational discipline.

Brad is a strategic thinker and collaborative who has worked with various stakeholders designing and delivering complex exercises for mass casualty response, family assistance centers, reunification services, mass care, and emergency sheltering—developed in partnership with federal, state, and local entities.

With operational experience supporting Presidential and national political events, as well as disaster response and recovery at scale, Brad Owens continues to be a driving force in advancing public safety and emergency preparedness through a whole-community lens. His expertise, decisiveness, and uncompromising focus on mission success make him a trusted leader in the field of logistics and emergency operations
